Canadian Environmental Assessment Act (CEAA) Process


The environmental assessment for the 407 East project was initially undertaken as a screening as per the Notice of Commencement posted on May 27, 2008 on the CEAA Registry at http://www.ceaa.gc.ca.

A Draft version of an Environmental Screening Report was prepared in December 2009 to address the requirements of the Canadian Environmental Assessment Act and is available here.

On March 26, 2010, as a result of the January 21, 2010 Supreme Court of Canada ruling in MiningWatch Canada v. Canada (Minister of Fisheries and Oceans et al.), in relation to the Red Chris Mine in British Columbia, it was determined that the environmental assessment in relation to the 407 East Transportation Corridor (Reference Number 08-01-39781) will be continued as a comprehensive study.  An amendment to the Notice of Commencement reflecting this change was prepared March 26, 2010.  The Responsible Authorities (RAs), who are required to ensure that a comprehensive study is completed, have been identified as Fisheries and Oceans Canada and Transport Canada. 

The Comprehensive Study Guidelines Document for the 407 East project has been prepared and is available on the CEAA Registry  in both English and French, for review and comment.  Comments received by the Agency by August 20, 2010 will be considered. All comments received will be considered public and will become part of the public registry. Interested persons are invited to send their comments in the official language of their choice to:
